e). There are standards in place for gasoline fuel (E10) and diesel fuel (B7). This means that at the moment it is possible to blend 10% of ethanol with gasoline fuels and 7% of FAME with diesel fuels. Further details can be found in Austria’s annual report on biofuels in the transport sector. Leading to a sustainable reduction of Austria’s GHG emissions in the transport sector in the long term, the PaM contributes to the achievement of the climate neutrality target set out in Section 2.1 of the Austrian LTS as well as in the European Climate Law. Economic; Regulatory Achieve the national contribution to the 2030 binding Union target for renewable energy as indicated in point (Art. 4(a)(2) of the Governance Regulation as amended by Directive 2023/2413), including sector- and technology-specific measures as indicated in Art. 20(b)(1) of Governance Regulation; Calculation rules with regard to the minimum shares of renewable energy in the transport sector Art. 27 REDII; Other provisions on renewable energy in the transport sector Art. 28 REDII; Promotion of the use of energy from biomass Art. 20(b)(8) Governance Regulation; Specific rules for biofuels, bioliquids and biomass fuels produced from food and feed crops Art. 26 REDII Renewable Energy Directive; Alternative Fuels Infrastructure Directive; Fuel Quality Directive Transport Transport:Low carbon fuels National government; National government Federal Ministry of Finance; Federal Ministry of Innovation, Mobility and Infrastructure Commencement/enforcement of a measure/programme In 2023, E10 was introduced in Austria and is now available on the domestic market. The volume of HVO and biodiesel has increased since 2023, and this trend is reflected. The assumed fade-out of pure plant oil is revised, with sales volumes maintained at a low level. Fossil LPG in vehicles will be phased out by 2030, replaced by biogas, though competition for biogas is expected. Compa-nies need to put them on the market to meet rising GHG-targets since volumes marketed via blending is limited at present level.
Assumptions about the development of the volume of biofuels blended with fossil fuels depend largely on the amount of fossil fuel sold in the transport sector. The blending of bioethanol and biodiesel will gradually decrease as electromobility expands. Thus the GHG-reduction potential will be smaller over time. RFNBOs, PtX, and electricity-based fuels are likely to remain negligible. Austria is on track to meet the RED II goal. L12 1421 Austria 10 Promotion of e-Moblity Forcierung Elektromobilität Single The shift from internal combustion engines to electric engines is the most important and relevant measure in the WEM scenario. In 2023 and 2024, the EU has set ambitious CO2 emission reduction targets for passenger cars, light duty commercial vehicles and heavy duty vehicles and is therefore calling on manufacturers and society to switch to e-mobility. Whereas national subsidies for battery electric passenger cars and light duty commercial vehicles are slowly fading out, the purchase of heavy duty vehicles and urban buses with electric or fuel cell electric engines is still supported by national subsity programs (EBIN / ENIN) as the investment costs for these vehicles are still higher than those for vehicles with internal combustion engines. L13 1421 Austria 11 Increase of fuel efficiency in road transport Steigerung der Effizienz im Gebrauch von Kfz Single The increase in fuel efficiency in road transport is an essential measure for limiting energy demand in transport. One of the measures that increases the fuel efficiency is the optimization and harmonization of the driving speed. In order to raise the knowledge of the effect of the personal driving behaviour on fuel efficiency, the klimaaktiv Ecodriving programme has been implement-ed. Its aim is to improve the driving performance through awareness raising and training programmes. Further, speed limits, established in response to concerns about the air quality (IG-L), contribute to reduced fuel consumption and a harmonization of the driving speed on motorways. L14 1421 Austria 12 Promotion of klimaaktiv mobil mobility management and active mobility Förderung klimaaktiv mobil Mobilitätsmanagement und aktive Mobilität Single The programme "klimaaktiv mobil" for mobility management and awareness raising is an essential tool for the promotion of environmentally friendly and active transport modes (cycling and walking). The cornerstones of ‘klimaaktiv mobil’ are a funding programme for businesses, communities and associations, target group-oriented counselling programmes, awareness-raising initi-atives, partnerships, and training and certification initiatives. The support for planning and implementation of walking and cycling infrastructure has been included in the programme too. National The share of transport performance in the environmental network will increase from the current 30%by around half to 47% (according to Asustria's Mobilitätsmasterplan 2030, https://www.bmk.gv.at/themen/mobilitaet/mobilitaetsmasterplan/mmp2030.html) Non related Implemented 2006 Leading to a sustainable reduction of Austria’s GHG emissions in the transport sector in the long term, the PaM contributes to the achievement of the climate neutrality target set out in Section 2.1 of the Austrian LTS as well as in the European Climate Law. L15 1421 Austria 13 Expansion and increasing the attractiveness of public transport Ausweitung und Attraktivierung öffentlicher Verkehr Single Although Austria is one of the EU member states that already has a high share of passenger transport by rail, significant investments in rail infrastructure and service continue to be made to improve the service for passengers. To further promote public transport, the nationwide "Klimaticket" was intro-duced. This makes traveling by public transport more attractive both from an economic perspective and from the point of view of user-friendliness. National The share of transport performance in the environmental network will increase from the current 30%by around half to 47% (according to Asustria's Mobilitätsmasterplan 2030, https://www.bmk.gv.at/themen/mobilitaet/mobilitaetsmasterplan/mmp2030.html) Non related Implemented 2024 Leading to a sustainable reduction of Austria’s GHG emissions in the transport sector in the long term, the PaM contributes to the achievement of the climate neutrality target set out in Section 2.1 of the Austrian LTS as well as in the European Climate Law. L16 1421 Austria 14 Modal shift in freight transport Verkehrsverlagerung im Güterverkehr Single Similarly to passenger transport, also in freight transport a modal shift to-wards environmentally friendly transport modes is necessary in order to re-duce the GHG emissions. Austria is meeting this challenge by continuously in-vesting in the infrastructure for rail freight transport within the framework of the Austrian railways framework plan (“ÖBB Rahmenplan”). Within the frame-work of this plan, the “target network 2025+” will be implemented which in-cludes improvements on major TEN-T axes (esp. Scandinavian-Mediterranean corridor and Baltic Adriatic corridor). The improvements in the railway net-work will improve the conditions for all rail freight companies transporting goods in and through Austria.
Further, Austria promotes the modal shift from road to rail or inland vessel by supporting companies that are transporting goods by rail and by improving th
