L6 Abstract
L7 Integrated climate and energy policies and measures is a dataset under the Governance Regulation, which is reported bienially by all EU Member States (and Iceland, Norway and Switzerland). Reporting is also required on intermittent years if substantial changes exist in the country context relevant to the dataset. This dataset is from a reporting year. By 19/11/2025 all countries have submitted updated data.
This dataset contains a number of policies and measures (PaMs) implemented, adopted or planned by European countries to achieve climate change mitigation and energy targets, such as reducing greenhouse gas (GHG) emissions, producing additional renewable energy, or reducing overall energy consumption. These PaMs contribute to meeting the objectives of the integrated national energy and climate plans. The EEA and the European Topic Centre (ETC) collects and quality checks this data.
This reporting obligation comes from the Governance Regulation 2018/1999, Implementing Regulations (EU) 2020/1208 (Annex XXIV) and 2022/2299 (Annex IX).

L3 1421 Austria 1 EU Emission Trading Scheme (ETS) Single The objective is to limit the CO2 emissions from the energy industries, manufacturing industries and from industrial processes, as well as N2O emissions from the chemical industry and CO2 emissions from aircraft operators through the EU-wide trading mechanism for emission allowances. National Emission limits are given according to the annual allocated emission for the trading sector.
