decision which established a special sanitation tax, alleging that the normative act

                creates differential treatment between property owners domiciled or residing within
                the administrative-territorial unit and those property owners who are not domiciled
                or residing in the locality, the latter being obliged to pay the tax regardless of the actual
                use of the service.                                                                              Activity
        In its analysis, the N.C.C.D’s Steering Board noted that the public sanitation service is a
        service of general interest, provided for the benefit of all property owners, and access to
