5.2   Technical conditions       The technical requirements to be observed for the use of services infrastructures – type and maximum length of the rolling
                                 stock, gauge, maximum admitted tonnage –Dornesti railway : as per Operation License series AE no.336- R5/25.10.2021,
                                 Technical Requirements Annex A and Regulations on the performance of the railway shunting / transport activities on the
                                 industrial lines of Unicom Holding S.A., Dornesti Working Point, normal and wide gauge – attached;
                                 Normal gauge: maximum admitted tonnage per convoy 1200 tons, maximum admitted length per shunting convoy 225 m,
                                 maximum admitted speed 10 km/h, minimum breaked weight 7%, minimum breaked weight for keeping the train stationary
                                 4%,maximum axle load 21.5 to;
                                 Wide gauge: maximum admitted tonnage per convoy 1000 tons, maximum admitted length of the shunting convoy 225 m,
                                 maximum admitted weight 10 km/h, minimum breaked weight 7%, minimum breaked weight for keeping the train stationary
                                 4%, maximum axle load 24.5 to.

6. SERVICE CAPACITY ALLOCATION

6.1   Request of access         Contact data where the rail transport operators can send a request to access the service infrastructure: Dornesti working
                                point: 20S Cucului St, Dornesti Suceava county an/or e-mail: [email protected];
                                 The RTO (rail transport operator) makes a request (including their identification data, essential details on the requested access,
                                 other informaton relevant in order to plan and provide the operations and a statement / undertaking to observe the terminal’s
                                 own technical operation rules for the industral railways and applicable norms and regulations); based on this request an access
                                 Contract is executed for the access to the railway infrastructure and associated services – with a variable duration depending
                                 on the parties negotiations, after which the operation license for the industrial line is modified – 30 days legal term for AFER to
                                 solve the request.
                                 There is no type-model for the request to access the service infrastructures, and the services supplied
6.2   Reply to requests         Requests to access the service infrastructures will be solved, in the order of their arrival, within 5 working days, a term for
                                Unicom Holding SA – the service infrastructure operator to reply to requests to access / service provision on the service
                                infrastructures in Dornesti Terminal / working point.

Coordonation procedure: 1.Analysis and assessment of requests

• • requests are analyzed in order of arrival and depending on the limit of available capacities.
• • In case of multiple requests for the same period, Unicom Holding SA initiates negotiations with all applicants to identify

optimal solutions and/or alternatives to distribute the capacities.

• • Any amendment of the rights of access already given to an applicant is subject to the applicant’s approval.
• • Potential solutions may include:
• - resqueduling of access depending on the availability;
