Non related Planned 2025 The WAM24-NEKP scenario was completed in July 2024 and is based on the WEM23 scenario, not the WEM25 scenario (which is described in this report). The cut-off date for policies and measures in scenario WEM23 is January 1, 2022. All reduction effects for 1A3 Transport and NRMM calculated in scenario WAM24-NEKP result from a comparison with the status quo as at January 1, 2022. The cut-off date for the current WEM25 is June 30, 2024. Due to the later cut-off date, several policies and measures that were originally part of WAM24-NEKP have now come into force and are now part of the WEM25 scenario. For this reason, only the policies and measures that go beyond the policies and measures of the WEM25 scenario are listed in this chapter. In addition, no effects on GHG reduction are indicated, as the WEM25 scenario and the WAM24-NEKP have two different starting situations. Leading to a sustainable reduction of Austria’s GHG emissions in the transport sector in the long term, the PaM contributes to the achievement of the climate neutrality target set out in Section 2.1 of the Austrian LTS as well as in the European Climate Law. NE NE L24 1421 Austria 22 Climate-neutral new buildings Single Increasing the energy efficiency of buildings is one of the most effective means of reducing the carbon footprint of the Austrian population. Tighter mandatory construction standards improve the energy performance of new buildings. The installation of heating systems using renewable energy sources is the other key to climate neutral new buildings (regarding the energy use for space heating and hot water preparation). In the WEM scenario, the full implementation of Directive 2010/31/EU sets the nearly zero-energy building standard for new buildings. High-efficiency alternative heating systems have to be considered, if available. Requirements on the renewable share support the installation of solar appliances. Federal bans on fossil fuel heating systems apply. In the case of subsidies from the Housing Support Scheme (‘Wohnbauförderung’) additional funding is granted, if stronger standards than the minimum criteria for energy efficiency of the building envelope and for the choice of modern heating systems are succeeded. All other subsidies for the construction of new buildings are bound to fulfillment of environmental requirements within specific funding initiatives. Due to reporting date regulations, the transition to the zero-emission building standards of Directive (EU) 2024/1275 is not part of the WEM scenario. In the case of subsidies from the Housing Support Scheme (‘Wohnbauförderung’) additional funding is granted, if stronger standards than the minimum criteria for energy efficiency of the building envelope are succeeded. All other subsidies and public investments for the renovation of existing buildings are bound to fulfillment of environ-mental requirements within specific funding initiatives. Renovation quotas for federal buildings are achieved. Mandatory energy performance certificates may influence people’s decisions towards higher energy efficiency when renting, leasing or selling buildings or dwellings. However, there is no obligation for renovation of buildings with poor thermal hull quality taken into account in the WEM scenario. Due to reporting date regulations, the conversion of the existing building stock to zero-emission buildings until 2050 outlined in mandatory national building renovation plans and other objectives of the Directive (EU) 2024/1275 regarding the building envelope are not part of the WEM scenario. In the case of subsidies from the Housing Support Scheme (‘Wohnbauförderung’) additional funding is granted, if stronger standards than the minimum criteria for the choice of heating systems are succeeded. All other subsidies and public investments for the replacement of fossil fuel heating systems in existing buildings are bound to fulfillment of environmental requirements within specific funding initiatives. Consequently, the installation of natural gas and gas oil heating systems in existing buildings is restricted, but still applicable if not subsided.
