România Charges for telecommunications ancillary services The charges (Article 6.4.3. of the NS) shall be set out by SC ”Telecomunicaţii” S.A. They shall represent the value at which the telecommunications services supplied are traded between the supplier and the beneficiary. The method set down for the calculation of the charges shall consist in preparing the expense estimate as the economic documentation for determining the total estimated amount of the associated expenses. For the preparation of the estimate for each service, there shall be taken into account the expenses related to the supply of the services based on the service supplied. The value of the estimate shall be determined as the amount of the following chapters of expenses: • The direct expenses per category of expenses comprising: o cu* (cost unit) for each category of expenses in part; o manpower; • Total direct expenses; • Indirect expenses; • Total expenses; • Profit. * Depending on the type and categories of expenses related to the supply of the services, there has been determined the price for a cost unit (cu) in respect of each category of expenses in part. A certain type of expense (e.g., spare parts for the analogue network) was divided by the number of the services implying that expense, thus practically obtaining the value of the cost unit for that type of expense, which was applied to all the services implying it.
