ONE STOP SHOP (OSS) When the clients apply for an international path, they have to contact one of these OSSs to initiate the international coordination and cooperation process. In cooperation with the infrastructure managers, the OSS: • shall offer assistance and information on the railway network and the service range. • shall offer information on the railway infrastructure access • shall coordinate the requests for international paths within RNE, inclusively those for the next timetable, so that they may be included in the annual calendar process; • shall provide the international path offer, a coordination to be mainly performed with the RNE Pathfinder. Each OSS is a part of an international network that facilitates the clients’ access. The OSS can also provide information on the infrastructure access charges, train traffic and quality monitoring. 2. RNE TOOLS 2.1 Pathfinder – a system for facilitating the international path requests Pathfinder is a web application provided for all the RUs and IMs. The IMs agreed that all the international (freight and passenger) paths are defined with the help of this application. Pathfinder facilitates the communication and coordination processes within all the stages of the international timetable. Pathfinder mirrors the annual international preparation process and the train traffic. The application also allows the management of the path requests studies for the future preparations. Regarding the management of the international path requests, Pathfinder deals with the OSS requests. The attributions within the „Pathfinder process” that clearly define the roles and responsibilities are published at the end of each calendar year. România 2.2 EICIS (European Infrastructure Charging Information System) EICIS is a free of charge tool designed for providing the clients with the information on charges related to the use of European rail infrastructure. It is a web-based application that can calculate the price for the use of international paths within seconds, 24 hours a day, inclusively the path charges, the station charges and the shunting charges. The current EICIS development objective is to harmonize the information provided by EICIS with the information included in the Network Statements. The EICIS Web-site is www.eicis.com: the support contact e-mail is [email protected]. 2.3 EUROPTIRAIL – international train traffic tracking and tracing system EUROPTIRAILS is an easy-to-use web-based application for tracking and tracing the international trains from the origin to destination. This application facilitates the international train management providing data on the international freight and passenger transport along the corridors. RNE – Europtirails does not deal with the national train services. Europtirails provides to the users real-time train data through the Internet and generates reports on the basis of historic data. Europtirails offers two products based on the same raw data: • It collects, centralises and publishes the real-time information on a running train along most of the RNE rail corridors (in a greater and greater number of countries including Austria, Belgium, France, Germany, Italy, Luxembourg, the Netherlands, Slovenia and Switzerland), information such as: - the current and past location of the trains - the daily information on the trains traffic - the delays and the delay causes • The reporting function that allows the monitoring of the trains, delays and information during a certain period of time. Moreover, a third product is envisaged for the data exchange between the IMs (infrastructure managers) and the RUs (railway undertakings) by using the TAF TSI format. Europtirails was selected as a support tool for EPR (European Performance Regime) – a joint RNE – UIC project.
