d Surface Mines. L33 1.B.1.A.1 Underground Mines:According to the statistical data for 2002 and 2003, we estimated that hard coal is extracted 100% from undergroud mines and lignite (and brown coal) comes from underground mines (15%) and from surface mines (85%).AD for post mining activities have been replaced with the amount of extracted fuels. In previous submissions the amount of net coal was used. L34 1.B.1.A.1.1 Mining Activities:General category documentation 4 L35 1.B.1.A.1.1 Mining Activities/2011:bituminous coal and 15% lignite comes from underground mines. The rest of 85% lignite comes from surface mines. L36 1.B.1.B Solid Fuel Transformation:In accordance with the IPCC Guidelines, emissions from Mining Activities and Post-Mining Activities are calculated using the activity data of the amount of fuel produced for Underground Mines and Surface Mines. Specify the unit of the activity data in the Unit column using one of the following units: PJ, Tg, 10^6 m^3, 10^6 bbl/yr, km, number of sources (e.g. wells). L36 (2) The unit of the implied emission factor will depend on the unit of the activity data used, and is therefore not specified in this column. L37 (3) Use the category also to cover emissions from combined oil and gas production fields. Natural gas processing and distribution from these fields should be included under 1.B.2.b.ii and 1.B.2.b.iv, respectively. L38 (4) If using default emission factors, these categories will include emissions from production other than venting and flaring. L39 (5) If using default emission factors, emissions from Venting and Flaring from all oil and gas production should be accounted for under Venting. L40 (6) For example, fugitive CO2 emissions from production of geothermal power could be reported here. L42 Documentation box: L43 • Parties should provide detailed explanations on the fugitive emissions from source category 1.B.2 Oil and Natural Gas, in the corresponding part of Chapter 3: Energy (CRF source category 1.B.2) of the NIR. Use this documentation box to provide references to relevant sections of the NIR if any additional information and/or further details are needed to understand the content of this table. L44 • Regarding data on the amount of fuel produced entered in this table, specify in this documentation box whether the fuel amount is based on the raw material production or on the saleable production. Note cases where more than one type of activity data is used to estimate emissions. L45 • Venting and Flaring: Parties using the IPCC software could report venting and flaring emissions together, indicating this in this documentation box. L46 • If estimates are reported under "1.B.2.d Other", use this documentation box to provide information regarding activities covered under this category and to provide a reference to the section in the NIR where background information can be found. L47 1.B.2.A.4 Refining / Storage:Use the category also to cover emissions from combined oil and gas production fields. Natural gas processing and distribution from these fields should be included under 1.B.2.b.ii and 1.B.2.b.iv, respectively. L48 1.B.2.B.3 Transmission:Specify the activity data and its unit using the drop-down list. Stick to the predifined units and activity data types in order to facilitate the cross-country comparisons.IEF: The unit of the implied emission factor will depend on the unit of the activity data used, and is therefore not set as default. L49 1.B.2.B.3 Transmission/2011:CO2 and CH4 emissions were calculated based on the network length of natural gas transport pipelines, as a result, inconsistent of the implied emission factor values L50 1.B.2.C.1.2 Gas:If using default emission factors, emissions from Venting and Flaring from all oil and gas production should be accounted for under Venting. L51 1.B.2.C.2.2 Gas:CH4 emissions from natural gas flaring are reported together with methane emissions from venting; the EF used refers to both venting and flaring Table1.C L1 TABLE 1.C SECTORAL BACKGROUND DATA FOR ENERGY Inventory 2011 L2 International Bunkers and Multilateral Operations Submission 2013 v2.2 L3 (Sheet 1 of 1) ROMANIA L4 Additional information L5 GREENHOUSE GAS SOURCE ACTIVITY DATA IMPLIED EMISSION FACTORS EMISSIONS Fuel Distribution (a) (per cent) L6 AND SINK CATEGORIES Consumption CO2 CH4 N2O CO2 CH4 N2O consumption Domestic International L7 (TJ) (t/TJ) (Gg) Aviation 43.526651536139 56.473348463861 L8 Aviation Bunkers 5358.747 387.126597 0.022853542147215 0.010070246130075 Marine 85.09446012909 14.90553987091 L9 Jet Kerosene 5358.747 72.241999295731 0.0042647175071364 0.0018792165650058 387.126597 0.022853542147215 0.010070246130075 L10 Gasoline NO NO NO NO NO NO NO (a) For calculating the allocation of fuel consumption, the sums of fuel consumption for domestic navigation and aviation (table 1.A(a)) and for international bunkers (table 1.C) are used.
