Finally, Article 14 of the Better Regulation Government Decision requires the General Secretariat of the Government to organise trainings in the field of impact assessments and ex-post evaluations for both proponents of normative acts, to improve their capacity to quantify ex-ante the impact of the proposed draft law, and members of the CCEIAN and its technical secretariat, to keep them updated about international best practices in the field. Romania provided the program and plan for upcoming trainings in the field of impact assessments and ex-post evaluations prepared by the CCEIAN and the General Secretariat of the Government, in accordance with the Better Regulation Government Decision. Context:

The measure C14.R2 aims to support the effective implementation of climate change and sustainable development policies, including European Green Deal initiatives, in Romania. This is to be achieved by improved inter-institutional coordination and by developing relevant policy skills of public administration officials.

Milestone #413 concerns the establishment and operationalisation of an Inter-Institutional Climate Committee with a mandate to prioritise climate action and monitor progress annually based on approved priorities and action plans.

Milestone #413 is the first step of the implementation of the reform and will be followed by targets #414 and #415 related to monitoring the achievement of the priorities set forth by the Inter-Institutional Climate Committee and the training and qualification of public officials as sustainable development experts. The reform has a final expected date for implementation in Q1 2026.

Evidence provided:
In line with the verification mechanism set out in the Operational Arrangements, the following evidence
was provided:
   i)   Cover note justifying how the milestone was satisfactorily fulfilled;
  ii)   Government Decision No. 563 of 28 April 2022, published in the Official Journal No. 415 on 29
        April 2022, hereinafter referred to as “the Government Decision”;
 iii)   Memorandum approved in the Government Meeting of March 15 approving the Action Plan for
        2023, and the Action Plan for 2023 itself.
The authorities also provided:
 iv)    Regulation of 13 September 2022 on the organisation and functioning of the Inter-Ministerial
        Committee on Climate Change, hereinafter referred to as “the Regulation”;
   v)   Link to the draft Government Decision published for public consultation prior to its adoption;

  vi)   Draft and approved list of priorities for 2023 and a draft Action Plan for 2023;
 vii)   Convocations of a total of six meetings of the Inter-Institutional Climate Committee.
Analysis:
