The strategic objectives of each key vulnerable sector, out of the 13 identified, within the National Strategy on Adaptation to Climate Change for the period 2024-2030, with a perspective of 2050 (SNASC) have been correlated with the five dimensions of the energy within the NECEP. The implementation of the SNASC/NAPs will be done through the National Action Plan on Adaptation to Climate Change (PNASC), namely through the measures proposed to achieve the main strategic objectives. The 13 key vulnerable sectors: water resources, forests, biodiversity and ecosystem services, population, public health and air quality, education, awareness, research, innovation and digitalization, cultural heritage, localities, agriculture, energy, transport, tourism and recreational activities, industry and insurance. For example, the objectives regarding water resources include, among others, reducing the risk of scarcity and reducing the risk of floods. For the forest sector, the objectives include adapting forests and the forestry sector to the impacts of climate change, including through sustainable management of forest resources, controlling disasters and other emergencies generated by specific risk factors and increasing the resilience of forests, as well as expanding forested areas. In the energy sector, priority is given, among others, to increasing the resilience of the energy sector and establishing critical infrastructure in energy systems and implementing measures to cope with the impacts of extreme events. The table containing the strategic objectives of the SNASC and their correlation with the five dimensions of the updated PNIESC are presented in Annex III a (page 296/ table 17 - https://energie.gov.ro/pniesc/ ). The PNASC also details the specific measures necessary to implement the strategic objectives of the SNASC, classified as “soft measures”, “green measures” and “grey measures”. “Soft measures” refer to political, legislative, social, research, management and financial measures that are promoted with the aim of changing human behavior and governance methods. “Green measures” promote solutions based on nature-based or ecosystem-based approaches, using the multiple services that nature offers to society to strengthen resilience and adaptive capacity. Finally, “grey measures” target solutions that involve investments and technological and engineering solutions that allow the adaptation of the territory, infrastructure and society as a whole. In general, “soft measures” are prioritized, followed by “green measures” and “grey measures”.
