The report provides an overview of the ANALYSIS OF PETITIONS N.C.C.D.’s lines of action, more specifically prevention, complaint resolution, legal assistance and REGISTERED WITH N.C.C.D. IN 2024 administrative litigation, as well as national and international representation of the institution. ANALYSIS OF N.C.C.D. FILES IN 2024 The number of complaints remained constant compared to previous years, and no relevant ANALYSIS OF CASE PROCESSING BASED ON THE DECISIONS ISSUED changes were reported in terms of areas and criteria of discrimination in 2024. The complaints BY THE N.C.C.D.’ STEERING BOARD reported acts of discrimination in the areas of access to work, access to education and services, EXAMPLES BASED ON and hate speech. CASE-LAW OF FINDINGS MADE BY THE N.C.C.D.’ STEERING BOARD The most frequent discrimination criteria reported in the complaints were: disability, age, ACTIVITY OF THE LEGAL DIRECTORATE ethnic origin, nationality and social category. DISCRIMINATION-RELATED Moral harassment as a form of discrimination is very present in the complaints, raising a ISSUES IN ROMANIA REFLECTED IN INTERNATIONAL REPORTS number of issues of interpretation in practice, due to the very poor legal definition of this type of discrimination. NATIONAL COUNCIL FOR COMBATING DISCRIMINATION IN MASS-MEDIA 2024 precedes the year that will mark the end of a cycle for the N.C.C.D’ s Steering Board, with 6 members’ terms coming to an end. FINANCIAL AND PERSONNEL DATA N.C.C.D. maintained its independence and institutional autonomy in 2024, and fulfilled its le- gal tasks. We note an acute shortage of human resources, which causes delays in the activities carried out by the institution. We recommend the 2024 N.C.C.D. Activity Report for critical and constructive reading and analysis.
